Batman, or Bruce Wayne, succeeded in suppressing the rebellion, but Arkham Asylum and Blackgate Prison were deemed obsolete facilities, leaving Gotham City without a place to house criminals. Mayor Quincy Sharp launched the "Arkham City Project," which aimed to turn most of Gotham's slums into a giant prison.
